Get a password... probably the only way.
You could bruteforce tho. There are apps for that.

nope its another wikileaks insuarnce just will have it there It will be avalible to open once something happens to wikileaks team the extension is .tar I guess its non windows related

It is impossible to brute force that particular archive because it is protected with a very long key. It would take billions of years of all the processing power of the world.

So, either find a vulnerability in the encrytion algorithm (which you probably won't - aes is just too smart ) or wait until wikileaks releases the key :)
