There is no such tut available to hack into it. Just do it man! Be creative. Think of all the sides. When you learn something just JOIN THE DOTS as Steve Jobs said before. Download the AngryIP Scanner and play with it. Do you really need any tut for that? Rather create your own.

I dont think you should be trying to do this without understanding CCTV, do some research, find how they work on a Network.

And if you think being outside of the US makes you safe if they catch you /attempting/ to hack military anything you are dead wrong. Emphasis on dead. Remember the US has to go through beaucratic legal hoops to fuck over it's own citizens. If you ain't in the US or a closely allied nation then the US pretty much assumes it has full reign(as sad as that may be to hear). Special forces can and will be deployed against suspected foreign 'terrorists' and even if they aren't allowed to torture anymore, iraqi paramilitary police forces ARE, and its been quite common to hand over suspects to unmarked building and never see them again. Just nice loopholes like that. And yes, doesn't matter if youre not middle eastern.
Look, I'm not one to really care about someones moral spectrum, especially in regards to hacking. And this is kinda offtopic now, but I DO care about risk vs reward. Not even commenting on the level of security of military networks, I'm not allowed to comment on that even though Im no longer in secret clearance or not. I will say though that targeting military anything jacks up the risk of any act by magnitudes. The risk of getting caught, no matter how likely or unlikely that may be just isn't worth it.

I think Kulverstukas hit the nail on the head, I'm not sure if you considered this or not, but a good way to access webcams on personal computers would be to have a RAT installed on the targets computer, maybe you've already thought of that, maybe not. If not, here are a few RAT clients: DarkComet, Blackshades or CyberGate. I hope this helps in whatever you're trying to accomplish!

Also military bases tend to have less cameras than you'd think. Especially since many U.S bases are also residential areas complete with micky ds and subway with public employees
If I was going to do this, Id either jsut use well known google dorks or..
choose a softwae you want to attack, say... logitech makes some bullshit cctv camera that uses port 6578 and you know the default adminitration combo is admin:imamassivedouchebag
then you could find some ISP IP ranges and use masscan you scan for port 6578, then log in to those things to your hearts content.
Further to it.. I once found a friend claiming to hack into one of the airport of America. Well it was index'd in google and was public. He posted it on FB saying Hacked into Blah Blah North base of AirPort. I got the ip and what I did is. I got AngryIP(Which is actually a IP Scanner) and commented saying Hacked the west base.. haha.. Scan the ip Range and get the private webcams which are not index'd on google.. Hope It helps.
