Hacking and Security / need help with getting held offline by an IRC

someone has been holding me offline with an IRC for the past two days. i cannot change my IP so i have to hardwire my computer to my modem because if i go through my router it makes my IP the same one that is getting attacked. wondering if someone can help me out please.
