How I can make in C# or C++ an auto-executable program? Maybe if I will change a file from Windows System or? And also how I can send this program via victim IP? (I know FireWall and other). When that file will be in victim PC, will active an downloading system (to download virus).

Sounds like you dont understand anything about 'firewall' nor about IP in general.
